Fishing is a Tier One technology that allows Fish (which spawn on shallow water tiles) to be harvested. Fishing produces one population and costs two stars.
Fishing is considered to be a powerful starter tech because of the many powerful techs after it, namely, Sailing (which leads to Navigation) and Whaling (which leads to Aquatism).
Kickoo starts with Fishing.
Note: Fish can occasionally spawn on ocean tiles, but this is rare.
