Roads is a tier two technology. It unlocks the building of the same name, which increases movement (see Movement#Roads for more details) and connects cities. This technology also unlocks the bridge, which functions the same, but on water. Lastly, it also unlocks the Network task, which awards the Grand Bazaar once five cities are connected to the capital.
The Yădakk tribe starts with Roads.
For Cymanti, Roads unlocks the Mycelium and the Network task.
Waterways[]
The Aquarion tribe has the Waterways technology instead of Roads. Waterways unlocks the Atoll.
